As a whole, these invoices represent 39.9% of the total amount of the awarded works contracts. They indicate extensive changes of the works during performance, esp. in 2010 (53.4%). Huge invoices often result from careless preparation of the calls for tenders. Moreover, late processing of some invoices led to considerable penalties on arrears. |
