| Descripción | The subject of the audit is the assessment of the implementation of the activities under the procedure under the Operational Program "Human Resources Development 2014 - 2020" (OPHRD) of direct provision of grants "Accept me 2015", as well as the monitoring and control of the procedure carried out by The Managing Authority of OPHRD 2014-2020, the Agency for Social Assistance (ASA) and the project partner municipalities. The audit covers the period from 01.01.2015 to 31.12.2018. The Accept Me 2015 project complements and builds on an operation funded in the period 2007-2013, which contributes to the implementation of a new approach to the provision of the foster care service. The social service includes activities for recruitment and evaluation of candidates for foster families, training, mutual adaptation, support and monitoring of the child's upbringing. ASA as a specific beneficiary of the project "Accept me 2015" creates conditions for decentralized provision of the social service and expansion of its scope by including partner municipalities with identified need for this. In order to achieve effectiveness in building up the quality of the social service, additional efforts are needed to ensure: planning of on-site visits by organization and management coordinators, foster care quality monitoring coordinators and social workers; - equal workload of the organization and management coordinators, the quality monitoring coordinators and the social workers; - additional procedures, instructions, orders and other internal acts regarding the organization for the provision of the service, monitoring and control over its quality; - effective control by the coordinators for organization and management and the coordinators for quality monitoring during the implementation of the project activities; - improving interaction and communication with Child Protection Departments; - sufficient and comparable statistical and analytical information; - updating the Methodology for the conditions and the manner of providing the foster care service. |
