| Comments | The military training area in Allentsteig (overall some 15,700 hectares) was primarily used as a service facility for the training and shooting operations of the Austrian Armed Forces. Since the Armed Forces’ forest management of Allentsteig was integrated in 2013, the military training area has also been responsible for the administration of its properties. The organisational structure of the military training area consisting of military units was not geared towards its tasks of a service facility and an economic undertaking but towards mission-related military tasks not provided for in the area. After the integration of the Armed Forces’ forest management, the area lacked organisational framework conditions, in particular with regard to the introduction of an appropriate accounting system to manage the military training area with an expenditure of some EUR 13.4 million and a revenue of some EUR 3.4 million in 2013 under a unified organisational and professional responsibility. The cost and performance accounting was not devised for an economic undertaking and the in- and outflows could not be allocated to the different economic areas (especially forestry, hunting, agriculture and landscape preservation, and quarrying). Consequently, the economic success in the individual economic areas could not be measured. Despite an overall negative balance, the area lacked control data and control measures derived therefrom. A nationwide overall planning of the shooting and training activities of the Austrian Armed Forces was lacking, which would have been necessary to optimize the use of the area and to determine the capacities of military training areas for the Austrian Armed Forces. In the period of 2008 to 2012, none of the shooting or training facilities of the training area of Allentsteig was used for an average of 56 work days per year (some 21 %). The rate of utilisation of the shooting and training facilities calculated by hours resulted in some 21 %. |
