News from the EUROSAI Governing Board - 53rd and 54th meetings

The 53rd and 54th EUROSAI Governing Board meetings were held in the framework of the XI EUROSAI Congress, hosted online by the Czech Republic Supreme Audit Office on April 14th and 15th, respectively.

The 53rd Governing Board meeting was mainly focused on the discussions and decision-making needed for the holding of the XI Congress (which was held immediately afterwards, on the same day). Therefore, decisions were adopted to endorse documents and resolutions that were to be presented to the XI Congress, such as the draft update of the EUROSAI Strategic Plan or the draft budget 2022-2024. Equally, the Governing Board adopted the XI Congress’ Rules of Procedure and approved the list of observers to the Congress. Additionally, the update of both the EUROSAI Financial Rules and the General Procedures of the ESP 2017-2024 were approved, together with the minutes of the 52nd Governing Board meeting. Moreover, the proposal received from the SAI of Ukraine on the dates of the VI EUROSAI-ARABOSAI Joint Conference (17-19 May 2022) was supported.

 53rd Governing Board meeting

During the 54th Governing Board meeting, the First Vice-President (the SAI of Israel) and the new elected members of the Governing Board (the SAI of Lithuania and UK) were welcomed by the Chair, Mr. Miloslav Kala. The main decisions taken during this meeting included the following:

  • The SAI of Poland was elected Second Vice-President of EUROSAI.
  • The Governing Board portfolios were defined and allocated as follows:
    • Strategic portfolios:
      • Strategic Goal 1 “Professional cooperation” (SG1): the SAIs of Lithuania and Turkey (GB members), together with the SAI of Germany (non-GB member) expressed interest in contributing to this portfolio; the details of the collaboration among these three SAIs will be agreed in the near future but not later than the next meeting of the Governing Board.
      • Strategic Goal 2 “Institutional Capacity Development” (SG2): the SAI of Poland (GB member co-leader) will lead it together with SAI of Sweden (non-GB member co-leader).
    • Governance portfolios:
      • Overall governance and culture: the SAI of the Czech Republic (Presidency).
      • Communication:  the SAI of Spain (Secretariat) and co-led by SAI of Israel.
      • Relations with non-SAI stakeholders: the SAI of Latvia.
      • Relations with INTOSAI and its Regional Organizations: the SAI of Spain (Secretariat).
      • Forward thinking and emerging issues: the SAI of the UK.
  • The Coordination Team will be composed of the President of EUROSAI and the GB members responsible for SG1 & SG2, being the Secretariat involved as observer.
  • A Project Group, chaired by the First Vice-President, will be set up to draft the EUROSAI Strategic Plan for the period 2024-2030.
  • The next meeting of the Governing Board will be held during the autumn of 2021.
