EUROSAI-ECA holds panel discussion at the UN Climate Change Conference

With a total attendance of around 200 representatives from Governments, research institutions civil society and audit institutions, EUROSAI-ECA panel discussion “Translating climate ambition into delivery” was held on 4 November 2021 as part of the United National Climate Change Conference COP26 in Glasgow, UK.

As expressed by Ms. Lindstrom (Member of ECA) in the opening “with the analysis from audits, it is possible to provide suggestions to make sure greenwashing does not occur”.

During the event, representatives from EUROSAI members, SAI Israel and SAI UK as well as the European Court of Auditors shared case studies from audits conducted in climate change. The experiences highlighted the complexity of these audits and the challenges resulting from the cross-sectoral, over-arching nature of the work and thus also, the subsequent analysis of achievements.

The case studies presented the benefits from analysis conducted during audits which are addressed to the governments to maximise the performance of public spending to reach climate change targets.

Launching the discussion, Mr. Rolands Irklis, Audit General of Latvia stated, “As spending on climate change increases, so does the need for governments to improve their efforts in making this spending effective and productive for the benefit of our society.”

Mr. Matanyahu Englman, Vice-President of EUROSAI, State Comptroller of Israel closed the session by emphasizing the importance of this event in showcasing the role of supreme audit institutions in holding governments to account “We, as supreme audit institutions, are here at the UN Climate Change Conference for the first time, and we have a clear role to assess government plans to provide our insight and encourage governments to make appropriate changes to maximise effectiveness”.
