  3. The signing ceremony of the Memorandum of Understanding (MoU) between the European Organization of Supreme Audit Institutions (EUROSAI) and the African Organization of Supreme Audit Institutions (AFROSAI) took place in Lisbon (Portugal) on the 31st January 2014.

The signing ceremony of the Memorandum of Understanding (MoU) between the European Organization of Supreme Audit Institutions (EUROSAI) and the African Organization of Supreme Audit Institutions (AFROSAI) took place in Lisbon (Portugal) on the 31st January 2014.

In 2012 the EUROSAI Governing Board agreed to explore ways of cooperation with AFROSAI, entrusting the EUROSAI Presidency and Secretariat actions aimed at approaching this goal. This resulted in an invitation to AFROSAI to take part in a regular cooperation and, following the decisions adopted in this regard by the Governing Boards of both INTOSAI Regional Working Group’s, a Memorandum of Understanding was recently signed by the Presidents and Secretary Generals of EUROSAI and AFROSAI.

 

The signing ceremony of the MoU between EUROSAI and AFROSAI took place on the 31st January 2014 in the Ancient Art Museum, the most important art museum in Portugal. During the ceremony speeches were delivered by Mr. Guilherme d’Oliveira Martins, President of EUROSAI and President of the SAI of Portugal; Mr. Gilbert Ngoulakia, President of AFROSAI and President of the SAI of Gabon; Mr. Ramón Alvarez de Miranda, Secretary General of EUROSAI and President of the SAI of Spain; and Mr. Henri Eyebe Ayissi, Secretary General of AFROSAI and President of the SAI of Cameroon. The Vice-Presidents of EUROSAI, Mrs. Saskia Stuiveling and Mr. Recai Akyel, also attended the ceremony, as well as other EUROSAI colleagues that were taking part in the Seminar “Enhancing ethics within Supreme Audit Institutions”, organised in Lisbon by EUROSAI’s Task Force on Audit & Ethics.

 

With the signing of this MoU, EUROSAI and AFROSAI launch a regular, wide-ranging cooperation between them for the mutual benefit of their respective member SAIs in Europe and in Africa and, more broadly, for the benefit of the INTOSAI community. This is the fourth cooperation agreement formalized by EUROSAI with other INTOSAI Regional Working Groups. EUROSAI has also cooperation agreements with OLACEFS, ARABOSAI and ASOSAI.
