Description In both audited universities, problems regarding the cooperation between the University Council and other managing university bodies affected the management. For example, neither at the University of Music and Performing Arts Graz nor at the Medical University of Innsbruck had the University Council approved a new development plan when the performance agreement 2013-2015, for which the development plan was to serve as the basis, was drafted. It was as late as almost a year after the performance agreement had been concluded that the University Council of the Medical University of Innsbruck could approve the development plan. Before that, some 40 drafts had been elaborated, on which the university could not reach an agreement. The chair of the University Council of the Medical University of Innsbruck had provided detailed comments on the drafts of the performance agreement. However, her amendment proposals were hardly taken into account. At the University of Music and Performing Arts Graz, the remunerations of rectors as agreed by the University Council saw a clear increase in the audited period. With one exception at the Medical University of Innsbruck, both universities failed to adopt the budget estimates on time before the beginning of the budget year. Contrary to the University of Music and Performing Arts Graz, the University Council of the Medical University of Innsbruck held regular and intensive meetings on its economic situation, since it was comparatively more strained according to the budget forecasts. As a result, the University Council commissioned special audits and saving measures, thereby significantly contributing to the economic consolidation of the university. However, the University Council of the Medical University of Innsbruck, unlike the University of Music and Performing Arts Graz, did not document any thorough discussions of the budget estimate in the minutes of its meetings. At both audited universities, the members of the University Councils fulfilled the essential competences required for this body. The quota of women was met consistently. As regards the amount of the remunerations paid to University Council members, the university councillor of the Medical University of Innsbruck headed the list of all universities. In some cases he travelled to his meetings via plane in business class.
