Description	The aim of the audit is to assess the efficiency of the out-of-family care system in Latvia and whether the authorities responsible for the protection of children’s rights are doing their utmost to ensure the children’s right to grow up in a favorable environment in a family or in the family-like environment suitable for the interests of the child. The audited entities included the Ministry of Welfare and the State Inspectorate for Protection of Children’s Rights, as well as local governments, municipal Orphan’s courts, social services, and child care institutions.
