| Description | The audit report provides an assessment of the effectiveness of E-health in Bulgaria in the period 01.01.2012 – 30.06.2016. The adequacy of strategic and operational planning of E-health has been analyzed. The organization and coordination between institutions as well as the financing mechanisms for efficient spending of public resources have been assessed. The degree of achieving the objectives of standardization and information security has been explored. The actions for creating a unified health information system, an electronic health record, an electronic destination and an electronic recipe, as well as the measures for providing information electronically to the population through the implementation of portals, have been followed. The satisfaction of Bulgarian citizens with the actions of the institutions and the results achieved so far has been studied. The scope of the audit covers the Ministry of Health, the National Health Insurance Fund and the National Center for Public Health and Analysis. |
