| Description | The National Audit Office of Finland (NAOF) has audited the digitalization of teaching and learning environments in general education. The audit was targeted at how the digitalization is steered and managed, particularly in central government. The audit aims at encouraging public administration to develop the digitalization of teaching and learning environments in such a manner that the steering and management of the digitalization form an integral whole to support the reform of learning. Digitalization has brought new kinds of teaching and learning technology to schools. The audit found, however, that the premises for the steering and financing of the digitalization are fragmented and partly contradictory. There is lack of sufficiently in-depth knowledge of when digitalization as such benefits teaching and learning and when it needs to be supported by new structures, processes and other investments. The solutions and procedures used in the management of the digitalization have so far not been collected or defined systematically, and the different actors have not been committed to them. It is recommended in the audit that the Ministry of Education and Culture and the Finnish National Agency for Education should clarify the responsibilities and duties of the actors participating in the digitalization as well as the operating models to be pursued in the digitalization of basic education. The digitalization of teaching and learning environments has been subsidized in 2007–2018 by about EUR 280 million out of state funds in a total of 2,900 projects. |
