| Beschreibung | The audit was performed to ascertain whether the human resources development policy implemented by the Ministry of Health facilitated the development of a population-oriented, rational, efficient, and high-quality healthcare sector by ensuring the long-term human resources necessary for the implementation of this goal. The audit was carried out for the period from 1 January 2015 to 31 December 2017 by collecting information also beyond the mentioned period if necessary. The audit has concluded that the human resources development policy of the sector implemented by the Ministry of Health has not achieved the expected results due to insufficient political will, funding, and capacity. The problems identified in this area such as insufficient number of medical nurses, disproportion between doctors and nurses, insufficient levels of remuneration, aging staff, and inefficient generational change have not changed since 2006, when the policy document was drafted. Although the number of doctors in Latvia corresponds to the density of doctors per 1,000 people in Europe set by the World Health Organization, in fact doctors with certain qualifications are not available to patients at all or are available in very limited numbers, especially in the regions. In addition, medical practitioners study longer in Latvia - they must improve in continuing education, thus it does not facilitate the faster entry of new medical practitioners into the labor market, and the Ministry of Health does not perform regular and systematic activities in planning, organizing, and assessing continuing education. |
