Beschreibung Regarding the main audit question "Was the training process of Ministry of Finance and Economy and Ministry of Education Sports and Youth staff efficient for the period 2016-2018 efficient?" the audit team concluded in the following audit message: The micro environment of Albanian School of Public Administration is unregulated. The institution has functioned without an approved regulation and without defined functional tasks. In this way, it is difficult to identify the responsible unit in the institution for analyzing the need for training, the beginning of an effective, efficient and economical training process. On the other hand, the macro environment of ASPA does not contribute to increasing the sustainable capacity of public administration, a mission which converges with the objectives of sustainable development. ASPA is an institution with an increasingly truncated budget and its status as a central training institution is unclear. The quality of current training programs, provided by ASPA, is low and high risk. Among the internal documents approved, no responsible unit is identified in the institution for the development and implementation of training programs. The ASPA training process is uncompromising, not giving it the opportunity to have accurate information on the costs of a program, and for efficient and economical decision-making. ASPA cannot create a clear picture of the value and usefulness of training for public administration employees, in the absence of a system for assessing the impact of training on employee performance, while also making it difficult to properly target future training. Such a system is also lacking in administrative institutions, and moreover, the only indicator that assessed the impact of training on employee performance has already been removed from the periodic evaluation form. Training is seen as a task to be accomplished and no one is interested in the value they can add to institutions. Also, public administration institutions have difficulty accessing training documentation, as the electronic system that could make the process more efficient is not used for this purpose. The training process in the administration has been inefficient, as a result of problems related to inputs, while the inability to measure the quality of the outputs does not ensure the effectiveness of the process as a whole.
