Self-Assessment: the primary source in the creation of the Strategic Plan 2017-2023 and the enhancements in the Structure and Governance of the EUROSAI organisation

The EUROSAI Self-Assessment was conducted in 2015 and 2016. In the second half of 2016 the answers were double-checked with multiple members and the outcomes of the Self-Assessment were discussed in both Goal Team 4 and the Strategic Plan Taskforce. After consultation with the EUROSAI community, and in particular the Governing Board regarding all documents belonging to the Self-Assessment, there was a full endorsement for the report.

The Self-Assessment has been an important source of member views and recommendations for the development of the Strategic Plan 2017-2023, the Memorandum on Enhanced Structure and Governance, and all other related documents as well as ‘food for thoughts’ regarding other issues.

Besides doing the Self-Assessment (phase I) EUROSAI seeks an independent external evaluation of its own Governance and Modus Operandi. The purpose of conducting an independent evaluation (phase II) is to assess the effectiveness of the current EUROSAI governance to lead the organisation, as well as its modus operandi. During the Governing Board meeting in June 2016 (in Luxembourg) the GB decided that phase II of the evaluation (an independent external review) should only start after phase I was concluded, and that it would be more valuable taking into account the implementation of the first period of the Strategic Plan 2017-2023.
