EUROSAI participated in the first contiguous meeting of the INTOSAI Capacity Building Committee and the INTOSAI-Donor Cooperation Steering Committee in Cape Town, on 3-6 October 2016

Representatives of the EUROSAI Secretariat, the Presidency and the Chair of Goal Team 1 attended the annual meetings of the INTOSAI Capacity Building Committee and the INTOSAI-Donor Cooperation Steering Committee, hosted by the Chair of the INTOSAI CBC -the SAI of South Africa- in Cape Town, on 3-6 October 2016. The meetings were attended by over 100 representatives from SAIs and development partners. Organising contiguous meetings enabled greater synergies between the two committees, while at the same time ensuring that each committee addressed its core business appropriately.
The main decisions made by the INTOSAI CBC Steering Committee were CBC taking over of the strategic leadership for the SAI Performance Measurement Framework (SAI PMF) and the approval of the draft ISSAI 5600 on peer review and the draft ISSAI 5800 on cooperative audits, for endorsement at the XXII INCOSAI. Agreement on several proposals to be submitted to INCOSAI was also reached, such as the way forward regarding INTOSAI auditor certification, the CBC Work Plan 2017-2022 and its key performance indicators and new responsibilities for the CBC (such as the creation of new work streams on IntoSAINT –with the SAI of Mexico as chair- and on supporting SAIs in fragile situations).
During the Regional Forum for Capacity Development, the Regional Organizations discussed on the Framework on Regional Professionalism and the Regional strategic planning for effective capacity development- The representative of the EUROSAI Presidency made a presentation on the Strategic Planning EUROSAI Experience. The INTOSAI Development initiative (IDI) presented the last version of the Strategic Management Framework for Regions and a panel discussion was held about strategic perspectives from the Regions on key challenges and opportunities for successful capacity development.
The main results of the 9th meeting of the INTOSAI-Donor Steering Committee were the following; a new strategic direction for the INTOSAI-Donor Cooperation; the 2-tier approach for the Global Call for Proposals (the flagship activity of the Cooperation); an increased focus on communicating capacity development results and successes (a communication strategy was presented and discussed and a new web-based platform will be launched); and a stronger measurement of results. Steering Committee members also supported the 2017-2019 strategy for the SAI PMF. From 2017, the CBC is expected to take on the role of strategic governance lead for SAI PMF, while the IDI would take the operational lead. The Cooperation would remain engaged in an advisory role and through partnering on implementation of assessments.
