Descripción | This examination assesses the performance information presented by the Irish Department of Housing, Planning and Local Government in relation to its spending on social housing. This accounts for the majority of the Department’s housing programme which had expenditure of over €2.4 billion in 2019. The main objective was to establish whether the performance measures used and published by the Department provide a complete and accurate account of what is being achieved by the spending on social housing. The report presents housing expenditure and performance outturn data, sets out the current performance reporting arrangements and provides examples of good practice from other jurisdictions. The overall targets for social housing provision set out in the Rebuilding Ireland Action Plan (2016 – 2021) are being met. The Department has achieved or substantially achieved most of the performance targets it has set for the housing programme funded under the Vote for Housing, Planning and Local Government. However, the report concludes that the measures used are not well aligned with the nature of the activity that is funded. The recommendations for the Department include the need to develop more outcome and effectiveness indicators, to better align output indicators with relative levels of expenditure, and to introduce more qualitative indicators. The report also highlights implications for programme performance measurement generally that should be considered by the Department of Public Expenditure and Reform. |
