Descripción In carrying out its role of providing litigation, advisory and conveyancing services to Government departments, offices, and agencies, the Chief State Solicitor’s Office (CSSO) in Ireland makes extensive use of the services of legal counsel. Payments of fees to counsel for legal services increased from around €10 million in 2014 to nearly €20 million in 2019. This report highlights the significant arrears which have arisen over recent years in relation to the payment of counsel fees by the CSSO — at the end of 2019, outstanding claims totalled around €9.1 million, of which nearly one third were overdue for payment. There are regular meetings between the CSSO and the Department of Public Expenditure and Reform to discuss issues relating to the management and control of expenditure on counsel fees.
