Comments As a result of an increasing number of fires and relatively low level of knowledge and understanding of the mandatory fire safety requirements among people of Latvia the number of fires per 1,000 people two times exceeds the average indicators of other countries and the number of fatalities per 100,000 people exceeds the average indicators of other countries by more than twice. Due to increasing number of fires the State Fire and Rescue Service (SFRS) will require more and more resources in order to react to a fire, besides in some regions of the State the distance from the fire station to the scene of accident is too large for firefighters to be able to reach it in time. In these circumstances fire safety monitoring measures are essential for promoting compliance with the fire safety requirements and decreasing the number of fires and their consequences. The objective of the audit was to ascertain whether the Ministry of Interior and the SFRS as the institutions which were responsible for the fire safety had developed an effective fire safety monitoring system which could improve the overall situation in the State – whether in the field of fire safety a development planning policy (an action policy) had been formed which would determine definite goals, results to be achieved and indicators to be examined and whether the preventive measures were comprehensive and based on specific objectives and risk analysis. In the course of the audit the State Audit Office ascertained that for eliminating many of fire safety deficiencies not in all cases large capital investments are required. For instance, one third of medical and social care institutions have not prepared emergency evacuation plans, action plans in case of fire, as well as devices for starting fire protection systems are not placed in clearly visible locations.
