Resolution of
the V EUROSAI Congres held in Moscow, Russia, 27-31 May 2002

1. Background

During the XVII INCOSAI in Seoul, October 2001, the INTOSAI Governing Board enthusiastically endorsed an EDP Audit Standing Committee proposal to regionalise its activities, along the lines of the Environmental Auditing Working Group. At the meeting of EUROSAI members held in Seoul, the Netherlands Court of Audit (NCA) expressed its readiness to take the lead on the establishment of an Information Technology (IT) Working Group within the European region, should such a working group be created. At the meeting of the EUROSAI Governing Board, which took place in Copenhagen, Denmark on 7 March 2002,the NCA's proposal for the establishment of the working group was endorsed. It is now presented to the members of EUROSAI for their approval, in accordance with article 9.5 of the Statutes, and article 13.1 of EUROSAI standard procedures.

To date, the supreme audit institutions of the following countries have indicated their interest in participating in the new EUROSAI IT Working Group to the Netherlands Court of Audit: Czech Republic, Denmark, Estonia, France, Germany, Hungary, Ireland, Norway, Poland, Portugal, Russian Federation, Slovenia, Spain, Sweden and the United Kingdom. It is anticipated that more members of EUROSAI will join.

The Governing Board has endorsed the candidature of the Netherlands Court of Audit for the chairmanship of this Working Group.

2. Resolution

In order to further the institutional sharing of expertise and experiences between the SAIs of the European region, and to encourage the implementation of joint activities in the field of information technology, the members of EUROSAI hereby resolve to establish, in accordance with article 9.5. of EUROSAI statutes, and article 13.1 of EUROSAI standard procedures, a EUROSAI Working Group on Information Technology. This regional working group will work in close cooperation with the INTOSAI EDP Standing Committee and will report to the Congress and to the Governing Board of EUROSAI.
