Resolution of EUROSAI Governing Board held in Paris (France) on 3 June 1999

The Governing Board, in its meeting of June 3rd, 1999, resolved to send a questionnaire to the several EUROSAI members as to the possible tasks of a prospective committee on training.

Following the answers to this questionnaire, the Board, in its meeting of 15 November 1999, discarded the idea of setting up a centre as a permanent institution and resolved instead the opening of an internet resources centre (EUROSAI web page).

To that aim, the governing board asked a working group of representatives of EUROSAI members and observers to prepare proposals to be submitted to the next meeting of the Governing Board, to be held in Madrid on February 16th, 2000, as to the following :

  1. what should the proposed Web page on training include?

  2. what should the structure of this centre be?

  3. which organisation should manage the centre and update the information?

  4. in which languages(s) should the information be provided?

At the preparatory meeting in Frankfurt, February 3rd, 2000, all the above matters were discussed on the basis of a paper produced by France. The working group proposes to the Governing Board the adoption of the following resolution:

  1. "The Governing Board in implementing the Congress decision on training, creates a EUROSAI Training Committee consisting of eight members drawn from the members and observers of the EUROSAI governing board. At the working group the following members indicated that they would like to participate: Spain, France, Portugal, United Kingdom, Czech Republic, Germany, Denmark.
    The Governing Board may wish to consider who else should participate to provide an adequate balance of the EUROSAI membership.Each member will nominate a suitable representative to participate in the Committee’s work.

  2. The committee will be jointly chaired by the nominated representatives by Spain and France.

  3. Under the authority of the Governing Board the Training Committee will deal with all questions about training and have the following objectives :

    1. to oversee the creation, from within the EUROSAI web site, pages related to training issues. These pages are to contain links to the national web sites The President of EUROSAI offers to host these training pages.

    2. to explore further the content of the web pages.

    3. to identify and implement appropriate EUROSAI training events, courses or seminars.

    4. to maintain effective links with other institutions dealing with training, such as IDI and other INTOSAI regional organisation.

    5. to report each year on its activities to the governing board.

  4. As a matter of principle, national audit institutions will publish their activities in their own web site. The EUROSAI web site would contain only information relating to all EUROSAI activities.

  5. The primary language of the training web page will be English.

  6. For the coming year the training committee should undertake one training event covering one of the four themes most requested in the responses to the EUROSAI questionnaire:

    1. value for money audit

    2. use of IT techniques in auditing

    3. environmental audit

    4. evaluation of internal audit".

Resolution about setting up of the EUROSAI Training Committee

Minutes of EUROSAI Governing Board meeting held in Madrid (Spain) on 16 February 2000 approved in Ljubljana (Slovenia) on 29 March 2001 say:

 "It was approved the setting up of a EUROSAI Training Committee made up by eight members: the SAI's of Germany, Denmark, Spain, France, Poland, Portugal, Czech Republic and the United Kingdom. The SAI's of Spain and France would co-chair this Committee that, under the authority of the Governing Board, would be in charge of all the questions relating to training."

RESOLUTION OF XXXI THE EUROSAI GOVERNING BOARD ABOUT GRANTING MEMBERSHIP OF THE EUROSAI TRAINING COMMITTEE TO THE SAI OF LITHUANIA AND HUNGARY.


The EUROSAI Training Committee (ETC) was established by a Resolution of the Governing Board, in the XXII meeting (Madrid, 16 February 2000), with the aim of dealing with and advising, under the mandate of the Governing Board, on matters related to training in EUROSAI. The ETC was constituted with eight Members: the SAIs of Germany, Denmark, Spain, France, Poland, Portugal, United Kingdom and Czech Republic; under the co-chair of the SAIs of Spain and France. In the establishment Resolution it was foreseen that the Governing Board could decide on additional participations with the purpose of providing an appropriate balance of EUROSAI members.

In July 2001, the Auditor General of Lithuania requested the integration and formal participation of this SAI in the ETC. This request was discussed at the XXIV Governing Board meeting (Copenhagen, 7 March 2002) that, following the proposal of the ETC, invited the mentioned SAI to take part in the ETC meetings as Observer. In this Resolution two essential principles that had to be kept in mind, in a balanced way, for the ETC were highlighted: on one hand, the preservation of a small structure and a limited number of members to guarantee its effectiveness; and, on the other hand, the respect to the open and inclusive character attributed to EUROSAI by its Statutes, what would allow considering new participation initiatives. The SAI of Lithuania joined the ETC as Observer since its VI meeting (Madrid, 5 July 2002).

Likewise, the President of the SAI of Hungary requested the ETC membership by letter of 1 September 2005. This request was presented to the ETC with the purpose of learning its opinion in this respect. The ETC, considering the existent precedent, the involvement of the SAI, and the fact that it had participated as guest in it since the begining, suggested in its XIII meeting (Budapest, 22 and 23 September 2005) to grant the SAI of Hungary the Observer's status; without detriment that the proposal to integrate the SAIs of Lithuania and Hungary as ETC Members could be submitted to the Governing Board in the future, taking into account the active work developed in the field of training, their effective contribution to it by means of the organisation of diverse EUROSAI training events, and their availability to facilitate the works of the ETC itself organizing and hosting its meetings.

Following these criteria, the EUROSAI Secretary General submitted the proposal in the same terms to the Governing Board, by means of a written consultation of 4 November 2005. The Governing Board supported it. At the XIV meeting (European Court of Auditors, Luxembourg, 29 and 30 June 2006), where the SAI of Hungary already participated as Observer, the ETC was informed on the Governing Board’s agreement. The ETC insisted in the proposal of the possible enlargement of its Members and discussed about the diverse alternatives existing in relation to the status that the new Members could adopt, if it were considered suitable. Among other alternatives, it was intended the recognition to these ones of the same status and the character, in principle, indefinite of those ones constituted at the setting up. Another alternative could be their nomination with the same status that the original Members but with a mandate of temporary character while the respective SAI were part of the EUROSAI Governing Board; facilitating a balance, this way, between keeping a reduced number of Members and the possibility that the ETC enriches with the contributions of new Members.

The ETC insisted that it should be the Governing Board the one that decided the criteria to be followed. It suggested that, considering that the ETC is a supportive body for the Governing Board, the applicant SAIs should be part of this Board, and in any case, they should have shone by their commitment in the promotion and performance of training in EUROSAI. The reduced composition of the ETC that guarantees the effectiveness of its operation and that presided over the decision of the Governing Board for its establishment, should always be safeguarded.

In attention to all that exposed, and in agreement with the application and the proposition expressed by the ETC, and to the Governing Board’s criteria in relation to the participation in the ETC expressed in its Resolution adopted in 2002 in the XXIV meeting, and following the proposal of the Secretary General of EUROSAI, the Governing Board, agreed:

“To grant Membership of the EUROSAI Training Committee to the SAI of Lithuania and Hungary, in the same conditions that the original members”.

 

 

Resolution of the XXXII EUROSAI Governing Board, expanding the EUROSAI Training Committee (Bern, Switzerland, 13 September 2007)

RESOLUTION OF THE XXXII EUROSAI GOVERNING BOARD ABOUT GRANTING MEMBERSHIP OF THE EUROSAI TRAINING COMMITTEE TO THE SAI OF THE RUSSIAN FEDERATION

The EUROSAI Training Committee (ETC) was established by a Resolution of the Governing Board, in the XXII meeting (Madrid, 16 February 2000), with the aim of dealing with and advising, under the mandate of the Governing Board, on matters related to training in the Organisation. The ETC was initially constituted with eight Members: the SAIs of Germany, Denmark, Spain, France, Poland, Portugal, United Kingdom and Czech Republic; under the co-chair of the SAIs of Spain and France. In the establishment Resolution it was foreseen that the Governing Board could decide on additional participations trying to keep an appropriate balance of EUROSAI Members.

In their XXIV meeting (Copenhagen, 7 March 2002) the Governing Board established two principles to be kept in mind, in a balanced way, should be considered an enlargement of the ETC: on one hand, the preservation of a small structure and a limited number of members to guarantee its effectiveness; and, on the other hand, the respect to the open and inclusive character attributed to EUROSAI by its Statutes, what would allow considering new participation initiatives in the ETC.
The Governing Board agreed in its XXXI meeting (Reykjavik, 11 September 2006) to also grant ETC membership, under the same conditions that the original Members, to the SAIs of Lithuania and Hungary, that already enjoyed Observer's status; taking into account their active work developed in the field of training, their effective contribution to it by means of the organisation of diverse EUROSAI training events, and their availability to facilitate the works of the ETC itself organizing and hosting its meetings.
On 30 January 2007 the President of the SAI of the Russian Federation requested ETC Membership. This request was presented to the ETC with the purpose of knowing their point of view in this respect. Considering the existent precedents, the demonstrated commitment of the SAI, and the fact that the requesting SAI is Member of the EUROSAI Governing Board and that it has participated regularly as a guest in the ETC since its first meetings, the ETC suggested in its XV meeting (Bonn, 8 and 9 March 2007) to grant the SAI of the Russian Federation Observer's status; without detriment that, taking into account its active work in the training field and its contribution the mentioned area, it could be submitted in the future to the Governing Board the opportunity to integrate the referred SAI as an ETC Member.
Following this approach, the EUROSAI General Secretary submitted to the Governing Board the ETC proposal related to the request of the SAI of the Russian Federation, by means of a written consultation on 15 March 2007, receiving the support from the Governing Board
In attention to all that exposed, and in agreement with the application and the suggestion raised by the ETC, and to the Governing Board’s criteria in relation to the participation in the ETC expressed in its Resolutions adopted in 2000 and 2002, and following the proposal of the Secretary General of EUROSAI, the Governing Board Agreed:

To grant ETC membership to the SAI of the Russian Federation, in the same conditions that the original members.”

 

 

Resolution of XXXII Governing Board, in relation to the EUROSAI Website (Bern, Switzerland, 13 September 2007)

RESOLUTION OF XXXIII GOVERNING BOARD FOR INCLUSION OF TRAINING ISSUES IN THE EUROSAI WEBSITE

 In the Resolution of creation of the EUROSAI Training Committee (ETC), approved in the XXII meeting of the Governing Board (Madrid, 16 February 2000), it was entrusted to the ETC to supervise the setting up, within the framework of the EUROSAI Website hosted and managed by the EUROSAI Secretariat, of a website related to training issues. This website should include information related to EUROSAI training activities and it would have links with the national websites. It was to be hosted and managed by the SAI of France that at, that moment, carried out the Presidency of EUROSAI.

In the I ETC Meeting (Copenhagen, 10 May 2000) the structure of the Website was decided and a follow up Commission was constituted, formed by the SAIs of Denmark, France and Spain, for its implementation and supervision. This Website on Training was set up effectively in 2000. A design update was presented in the VI ETC meeting (Madrid, 5 July 2002).

On the other hand, the EUROSAI Website also includes certain information related to training, that it is bound inseparable of the EUROSAI institutional and operational scope; of the ETC and the EUROSAI Working Groups activities; and of the relations with INTOSAI and its Regional Organisations as well as with other Organisations, with which EUROSAI shares common interests such as IDI and the Universities. Likewise, training activities are included in the EUROSAI Calendar included in the Website, so that a global vision of the EUROSAI activity developed, in operation and programmed is facilitated.

Considering the effective impact of having a Training Website separated from the main EUROSAI Website, and after an analysis of the costs, and of the advantages and the difficulties that can arise from the situation regarding homogeneity, structure and contents, with possible duplications or lack of information, the ETC decided in its XV meeting (Bonn, 8 and 9 March 2007) to propose to the Governing Board the unification of all the information in the EUROSAI Website. The EUROSAI Secretariat would count on the cooperation of the SAI of France to centralize and to elaborate the information related to the training area.

In attention to that expressed above and following the ETC kind request, and following the proposal of the Secretary General of EUROSAI, the Governing Board Agreed:

 “Keeping only the EUROSAI Website, that will integrate in its contents training issues. The information related to this area will be received and drafted by the SAI of France, that will send it to the EUROSAI Secretariat for its uploading in the EUROSAI Website”
