Proposals of the EUROSAI Training
Committee to the XXIII EUROSAI Governings Board
1. Governing Board's mandate to EUROSAI training
committee
During its last meeting held in Madrid on 16 February 2000, the EUROSAI
Governing Board adopted a resolution concerning training issues and decided to
create an EUROSAI training committee (EТС), comprising the SAIs of the Czech
Republic, Denmark, France, Germanу, Poland, Portugal, Spain, United Kingdom. The
ETC is chaired jointly by the Spanish and the French Courts, which , under thе
authority of the Governing Board has the following objectives:

to oversee the creation, within the EUROSAI
web site, of pages, in English, related to training, hosted by the French
Court of Audit (Madrid resolution, points 3-a, 4 and 5);

tо implement appropriate EUROSAI training
events and undertake, for the coming yеar, one training event covering one
of the 4 themes most requested in thе answers to the EUROSAI questionnaire
sent at summer 1999.(Маdrid resolution, point 6);
- to maintain effective links with other institutions dealing with
training and especially INTOSAI Development Initiative (IDI).(Мadrid
resolution point 3-d)
The ETC reports each year on its activities to thе Governing Board.
2. Achievements of the ETC
The ETC created 3 sub-groups to deal with the 3 missions approved by the
Governing Board :

sub-group dealing with the training web
pages: SAIs of Denmark, France, Spain;
-
sub-group dealing with the 1$t training
event: SAIs of Czech Republic, France, Germany, Poland, Portugal, Unıtеd
Kingdom;
- sub-group dealing wıth ЕURОSАl/IDI co-operation: SAIs of Czech Republic,
France, Poland. The Spanish and the German SAIs will join the group.
The achievements of the ETC, so far, are as follows:

First trаınıng event:
The first EUROSAI trаınıng event was оrgаnısеd in Golawice (Poland) on 20-21
February 2001 and dеаlt with "use of IT in аudıtıng" as rероrtеd by the
Supreme Chamber of Poland at point 10-1 of the agenda of the Governing Board
mееtıng.

Training web pages:
These training web pages are now on line as reported by the French Court of
audit at point 102.
- ЕURОSАl-IDI co-operation:
As requested by the Governing Board, the ETC launched its co-operation wıth
IDI. The strategic planning workshop (SPW), the 1ST step of a long term
training programme (LTRТР), was held in Oslo, on 11-13 December 2000, as
reported by IDI at point 10-3 of the agenda of the Governing Board meeting.
3. Proposals for the, Future
- Future training events:
The ETC proposes to the Governing Board:
- to organise a ,,Value for money audit" seminar in 2002 in Hungary;
- to organise an ,,Evaluation of internal control" seminar in 2003 in
the Czесh Republic (Both subjects hаving been requested by EUROSAI
members.)
- to organise such future training seminars as may be required
- Training web pages:
The ETC proposes to the Governing Board:
- to continue to put оnlınе training information on the EUROSAI web
page;
- tо examine the technical possibility to create a forum of discussion
about IТ in auditing on the training pages as a follow up of the 1 st
training event in Golawice
- to incorporate in the training web pages, information about links
between SAIs and universities, if the G.B wishes, according to point 12
of the agenda.
- EUROSAI Programme of Training for Trainers:
The ETC proposes to the Governing Board the following statement:
The EUROSAI Governing Board at its XXII meeting in Madrid in February 2000
asked its ETC to establish a working link with the INTOSAI Development
Initiative (IDI). That link has been formed and a Strategic Planning
Workshop for EU Candidate Countries was held in Oslo in December 2000 with
financial support from Sigma/OECD and from IDI. From thе Strategic Planning
Workshop emerged thе requirement for a programme for training trainers in
SAIs,
The ETC seeks the Governing Board's views on the following questions on the
basis of the Report of the Strategic Planning Workshop submitted to the
Governing Board:

Does the Governing Board see a
requirement for strengthening training through a programme to develop
and sustain trainers in SAIs?

On the strength of the main outcome of
the Strategic Planning Workshop, should EUROSAI continuе its
co-operation through the ETC to promote training for trainers by means
of a long term programme through its established links with IDI?
- In addition to the financial contributions from external funding
agencies, does EUROSAI wish to show its commitment to the programme
through a financial contribution from the EUROSAI Budget? The amount
required to be proposed bу the ETC at the next Governing Board meeting.
