Minutes of the I meeting of the
EUROSAI Training Committee, Copenhagen (Denmark), 10 May,
2000
This was the first meeting of the
committee created by the EUROSAI Governing Board's
resolution in Madrid in February 2000. The Danish
Rigsrevisionen kindly agreed to host the meeting in
Copenhagen.
Attendees:
-
representatives of the eight SAI members of the committee
(Denmark, host of the meeting; France; Spain , co-presidents of the committee;
Czech Republic; Germany; Poland; Portugal; United Kingdom);
-
Norway - IDI - as observer.
A list of the participants is annexed.
The main points of the meeting were as follows:
I Setting up the web pages about training
1. As decided in Madrid, the French Cour des comptes will host
the web pages about training. The pages will be linked to the EUROSAI web site
and will be in English.
2. The pages' structure, as proposed by the Danish
Rigsrevisionen and following discussion, will be as follows:

Welcome to EUROSAI's training site
( Welcome message plus text of resolutions adopted by the
Governing Board about training...)

News.
-
Information about training.
Three types of information will be provided :
-
Information about training activities organised by EUROSAI for
its members
-
Information about national training activities open to EUROSAI
members.
-
National training informations, given by each SAI which is
willing, by a link from the EUROSAI website to national websites.
-
Programmes
Links to specific training programmes within European and
international organisations (such as: EU, CEEC, IDI, SIGMA, OLACEFS, and other
regional groupings of SAIs).

Facts about SAIs
The page on the SAIs' national sites will be accessible through
a link from the EUROSAI web pages. The page will show, for each SAI that is
willing, information about training organisation's services, national training
budget, methodology...

3. The technical link between France and Spain will be set up
very soon and, after a test period with some SAIs, the web training pages will
be open next July.
4. A working group, consisting of the Danish, French and Spanish
SAIs, will follow up of the web site's implementation.
II Co-operation with IDI
5. The Norwegian IDI delegation, which had been invited to the
meeting as an observer, presented the IDI 2001-2006 Strategic Plan and the
current Long Term Regional Training Programme ( LRТР,1996-2000) and gave
examples of other training committees and institutions, some of them already
having web training sites (ASOSAI).The current IDI LRТР, which is aiming at
building capacity and infrastructure in national SAIs and within regional
working groups, has not been carried out in EUROSAI.
6. IDI proposes to deliver this programme to SAIs of Central and
Eastern European Countries in cooperation with EUROSAI, as it has been done in
other INTOSAI regions. A training programme of up to 14 weeks, for a maximum of
25 participants could be set up by IDI for these SAIs. This would require
appropriate funding, a practical working language solution and cooperation/coordination
with other institutions.
7. The training committee decided to accept this offer and
established a working group to start preparations for the LTRТР. Will
participate to this group the SAIs of the Czech Republic, Polish and United
Kingdom, in cooperation with the IDI Secretariat in Norway.
III ЕURОSАl's first training event
8. The following decisions, as proposed by the French Cour des
comptes, have been taken:
-
me first training event's topic, chosen from the most
requested themes, will be "use of IT techniques in auditing";
-
the training session will be two days of sharing experiences;
-
the session will be organised at the end of January 2001;
-
the Polish and Czech SAIs will look at the possibility of
organising this session in their countries;
-
in preparation for this event a working group was created,
composed of the Czech, Polish, Portuguese and German SAIs. The United Kingdom's
NAO would like to join the group informally.
IV Organisation of the work of the EUROSAI Training Committee
9. In order to work quickly and efficiently, as proposed by the
French Cour des comptes, the work will be organised as follows:

one to follow up of the training web pages' implementation;

one to prepare the first EUROSAI event;

one to follow up links with IDI and other organisations.

to follow up the working groups' work;
-
the preparation of the elements to be submitted to the next
Governing Board, as set out in the Madrid resolution.
